Confers with users and advises on technologies, application, technical concerns and budgets; assesses needs. Develops operational and equipment plans, and negotiates contracts, lease/purchase agreements, and various means of equipment acquisition. Verifies compliance with regulatory agencies' requirements. Determines and manages the acquisition of site license agreements. Interfaces with vendors and approves service orders and develops and monitors budgets.
Advocacy: Acts as an advocate for the effective and efficient application of technology and technical services. Serves as a liaison to other company's and district technology services personnel; participates on all Company's policy-making and planning committees.
Provides creative leadership and a vision for responsive and efficient customer-service driven Institutional Technology division. Mentors, develops, and coaches a diverse group of directors, managers and staff. Manages complex personnel situations. Participates in other assigned company's leadership committees, projects and duties. Performs related duties as assigned.

Director, Data Center Operations

Responsible for business operations for an organization with annual budget in excess of $500M. The Director of Data Center Operations position was created to streamline operational processes and to make critical business decisions to increase efficiency and reduce costs.
Responsible for business operations including: budgeting, revenue recognition, internal reporting, purchasing, billing, program control, facilities, accounts payable, contracts, and collections.
Assisted in the due diligence of several acquisition candidates. Lead the financial integration of acquisitions, as needed. Prepared incurred costs submissions to Executive Staff. Responsible for Data Interchange operations, Business Continuity and Disaster

Director, Human Resources Information Systems (HRIS)

Directed automated systems design, development, implementation and support in the Human Resources Department including Employment, Compensation, Medical, Benefits, Training and EEO Divisions.
Responsible for provision of Human Resources data to administrative and operating departments Authority-wide via on-line inquiry, electronic interface, extracts files and electronic mail.
Provided analysis of business plans, proposals, staffing plans, and compensation plans as they affect financial results.
Responsible for research and analysis of functions and development of prioritized systems requirements, re-engineered processes and procedures in HR in external systems, such as Payroll to automate and streamline when possible in order to ensure that systems meet TA HR data needs

Responsible for Management Information Systems for Employee Development & Training (ED&T) Division of Human Resources Department. Consolidated program budgets.
Provided ad-hock financial and systems analysis. Developed an innovative cost/scheduling tool for a $2B proposal. Monitored financial performance on research and development projects. Provided information for input into Department of Training budget. Responsible for monthly Training and financial statement closing. Reduced closing time by 20%. Decreased uncosted obligations with subcontractors by 10%.
Directed the NEC IMR scanner operation and application development used in data entry of employee’s training registration and course records.
Directed the development of Employee’s transcripts for all 50,000 TA employees.
Directed the procurement process for developing the Safety Right-To-Know training modules on personal computers and digital recording technology.
Responsible for Divisions hardware and software procurement and replacement initiatives. Chaired the Division’s Management Information Systems Steering Committe.

Responsible for Management of the data center with an annual budget of $4.3 million dollars and administrative responsibility for a staff of 105 people.

Responsible for Review and approval of media purchasing procedures at the ACD, including an examination of Agency of Record capabilities.
Responsible for research of media buying alternatives and interviewing of independent media service groups and corporate media centers.
Responsible for the management and the preparation of data system for efficient transfer of agency reports.
Responsible for the development and recommending of spot market test and procedural changes for potential competitive advantages in media buying.

Developed computer programs to locate and retrieve documents, data, and other information to better serve the IBM customer.

Project Manager, Department of Health

Duties: responsible for restructuring various programs due to the agency’s reorganization from a Social Model to a Business Model . This duty required extensive knowledge of healthcare delivery systems and the challenge was to convince the staff that this change was in the best interest of the citizens of Newark. It needed to be viewed from the economies of scales position whereby services needed to be integrated and yet needed to be cost neutral. This required a change in the organizational culture, where instead of silos , services needed to be provided in a holistic manner.
Ensured that changes were incorporated into the organizational culture,
Focused the health system changes by assessment, policy development, and assurance.
Developed a walk-in clinic with a self-supporting staff within the agency itself.
Provided other medical services to the patients so that they could obtain all of their medical and psychosocial rehabilitation needs in one place.
Worked closely with the team of staff to ensure continuity of care and follow-up as well as social competence goals.
Responsible for providing other services like alternate treatments such as art therapy, aromatherapy, and employment opportunities were also offered.
